Overview

Responsibilities

The Zoning Office is responsible for:

  • Issuing building permits
  • Issuing electrical permits
  • Zoning
  • Flood zoning
  • Zoning appeals
  • Enforcing codes
  • Preserving and revising the Monroe County Comprehensive Land Use Plan
  • Ensuring the systematic and well-suited development of land use throughout the unincorporated areas of the Monroe County
  • Enforcing the Monroe County Zoning Ordinances

General Information

The County of Monroe has adopted the following as Building Codes for residential and commercial construction:

Building permits are required for the following construction:

  • Principal Building (New Construction)
  • Accessory buildings or structures that measure 100 square feet or more or that are over $500 in value.

All structures must meet the setback requirements of the Monroe County Zoning Code. The setbacks vary by zoning district and may be found in Schedule 2A: Area and Bulk Regulations.

FAQ

The application for a building permit can be downloaded here, or you can stop by the Zoning Office located on the second floor of the Monroe County Courthouse.

No. The County does not have surveying capabilities and cannot assist in locating them. A surveyor can locate the corners for a fee.

If the shed or carport is 100 square feet or larger it will require a permit and you will need to place it so that the structure is in compliance with county setbacks.

The Zoning Office does not get involved in conflicts between neighbors involving water issues. If the situation cannot be settled amicably, legal action may be the only resort.

Monroe County does not regulate fences that are 6 feet or under. Please refer to section 40-4-4 of the Monroe County Zoning code to see restrictions that apply.

In-Ground pools require a permit and are required to be fenced. Please refer to Section AG105 of the 2006 International Residential Code.

All drawings must be signed and sealed by a design professional registered in the State of Illinois.

Yes. Any remodeling that requires structural, electrical or plumbing changes will require a permit. Please refer to 40-2-37 (e) of the Monroe County Zoning Code.

Permits & Forms Electrical Licensing

Requirements for Electrical License

Monroe County adopted Electrical Codes effective June 1, 2006.  Any contractor desiring to engage in the business of installing or altering electrical equipment must be licensed with Monroe County. Homeowners are required to pass the Homeowner’s Electrical Test and occupy the house for at least two (2) years.  (Click here to review study guidelines for Homeowner's Test).

Electricians desiring to practice in Monroe County must show proof of passing the Master Electrical or Master Residential Test through the Prometic testing program.  Monroe County is a sponsor of Prometic. A Certificate of Liability Insurance will be required at time of application with minimum Commercial General Liability limits of $500,000 per occurrence and $1,000,000 General Aggregate.  Monroe County will be named as Certificate Holder to read as follows:

A bond in the amount of $10,000 on Monroe County Bond Forms shall be filed with the County.  Applications are available at the Monroe County Zoning Office. The fee for registration as an electrical contractor is $500.00 for the first year and $125.00 per year for each consecutive year after that.  Please click here for the electrical licensing packet.

  - $750 plus $6.00 per acre over 100 acres*

Appeal - $225

Cell Tower
  - $15 per linear foot, plus permit fee
  - $750 for co-location, plus permit fee
